Ms. Smith and Mr. Young are partners at the law firm of Timberlake, Smith, Thomas & Moses, in Staunton, Virginia, where they lead the firm’s Education Law Group. As general and special counsel, they have represented and advised over 30 school boards and regional education programs throughout Virginia. Both Mr. Young and Ms. Smith have advised school divisions in virtually every area of education law including but not limited to Constitutional matters, employment law, public procurement and finance, construction contracts and disputes, board governance, FOIA, disputes with governing/appropriating bodies, teacher rights and discipline, student rights and discipline, special education and litigation. Both have served as adjunct faculty at Mary Baldwin College, where Ms. Smith teaches law courses including Constitutional Law and Education Law and Mr. Young has taught a graduate level course in Special Education. They have also frequently presented on education law topics at various university-sponsored or other education law colloquia. Mr. Young has been included in Woodward and White’s Best Lawyers in America® in the specialty of Education Law every year since 2007 and he has obtained the highest rating of AV Preeminent® in Martindale-Hubbell Peer Review Ratings.
